Purpose of the Course
This course is designed for experienced child exploitation investigators who will be conducting proactive online investigations. During this course, the advanced techniques and skills required to communicate effectively online as well as the benefits and risks to this investigative technique will be examined.
Through a combination of theory, demonstrations and hands on practical exercises, participants will develop a through understanding of the online communication skills, hardware, software, and evidence capturing techniques required to successfully investigate online child exploitation offenses.
Objective:
At the end of this course, successful participants will be able to:
- Create online identities using appropriate equipment, software and internet access;
- Communicate online using various tools, proven strategies, and techniques to investigate online child exploitation offences;
- Gather intelligence using open source investigative techniques;
- Capture and preserve evidence / intelligence using appropriate tools;
- Describe the advantages of and risks associated with online investigations;
- Describe the offenses, potential defenses and current case law evolving from this rapidly developing area of investigation;
- Describe the roles and responsibilities of the NCECC and the assistance available to online investigators;
- Describe emerging trends in internet communications and how these trends impact online investigations;
- Prepare an electronic court brief / disclosure package and present their case using appropriate terminology;
- Describe C-24 legislation (Protecting Law Enforcement Officers) and how it relates to online investigations; and
- Recognize the overall impact and effect these duties have on investigators and their families.
Participant Selection Criteria:
Participants are required to fulfill the following criteria in order to be accepted as a participant on this course. They must:
- have successfully completed the CICEC (Canadian Internet Child Exploitation Course) course.
- be currently working full time investigating child exploitation crimes or be sanctioned to investigate child exploitation crimes.
Undercover Training
- It is highly recommended that all participants successfully complete an approved U/C training course prior to attending this course.
- Provincial and Municipal members – Must be authorized by their agency to conduct online U/C investigations.
- RCMP members – Must have successfully completed an approved U/C training program and be authorized to conduct online U/C investigations. (As per current RCMP policy).
Participant Assessment
The course consists of interactive lecture sessions and hands-on training exercises provided in the computer classrooms of the Technological Crime Learning Institute. Participants must be present for and participate in all course modules included in the syllabus in order to gain credit for this course.
To obtain a CPC certificate for this course, participants must achieve a combined grade for all assessments of 75% or more.

Class Size: A minimum of 12 participants is required to deliver this course, up to a maximum of 20 participants.
